I have a CSV file I want to import to UDT(3.5.1). Are running DNN 4.9.0

This import should be done automatically (scheduled) every day, from the same file (same name).

Can UDT handle this ?

No, not by default. I wrote a small console programm that converts csv files into udt import files. The programm is very limited, for example it knows only the datatype string. However, a developer should can  take that code and extend it to fullfill your needs. You find the programm at http://codeplex.com/csv2udtimport
