Here's the scenario:

I would like to send a notification to an administrator on my site when a new record is added to the form.

When the administrator makes an update (specific change) to any record listed on the form & list control, a different email will be sent out to another set of recipients.

Is this possible?

according to the documentation at http://dnnfnl.codeplex.com/documentation this is possible - the document has a section entitled "Email" which reads:
You can configure Form and List module to send a notification email when one or more
trigger conditions are met, e.g. when a new record is added, or when an existing record is
changed or deleted. You may specific one or more notification recipients, and even send
to select recipients based on the contents of email addresses collected in a Form.
Notification messages are completely customizable, and you may include variable
[token] values based on data input in a Form

I'm hoping Stefan will chime in. I posed the same questions several years ago on these forums and, IIRC, he pointed me in the right direction. (Unfortunately, the forums don't go back far enough--at least in my searches--to locate the posting.)

The tricky part is changing the recipient(s) of the message. You could use custom XSLT to change the text of the message by comparing the DateCreated and DateUpdated values of the record. Those values should be identical for NEW records and different for EDITED records.

Thanks Cathal & Mike. I struggled with this for quite sometime. Finally reverted to building a custom Form and generated a List  from the entries made.

The easiest way I have found to do this is to have the FNL module on two pages.

Page 1 - New entry - set the email to send to the Administrator.
Page 2 - Update by Admin - Send the emails to other users.

I've created some nice workflows for event registrations and equipment reservations that do just this... at each step along the workflow, the record shows on a different "page" and you can update it to any status. Every page sends a different email.
