I have begun looking for webservices developed for the forum. Are there any available from DNN or others?  Particularly interested in such methods as 'Add Forum' and 'New Thread'.  I would be interested to hearing from anyone who has developed or is aware of any.

I don't know of any offhand, but if you're developing a module for the same instance of DNN as the forum instance you could always just use references to the forum DLL for the methods that the forum actually uses to create new items.

I also do not know of any, but if you are looking to easily add something you might have a look at Michael Washington's IWeb module.

The problem w/ a webservice is you have to create a user and have the webservice post as that user. I see some other potential issues here too around context perhaps.
