I was asked to find out if the forum can send and email to users based on security groups. 

-Like from the backend can I set up subscriptions for groups of users, so when a certain person (manager) submits a new thread they all get an email to check the site.

You can add a notification Forum, where only the Admins have permission to add threads/posts and add the spechial roles for notification.  See in the Manual:  http://www.dotnetnuke.com/Products/Development/Forge/ModuleForums/Downloads/tabid/823/Default.aspx
