I installed a language pack on my website to test it out and have since removed the language pack. Every module on my site went back to english with the exception of some of the links in the forum.

This can be seen at

http://stymies.net/dnn/Forum/tabid/135/Default.aspx

You can see that some of the links an dtext in the forum still show a different language.

How can Iget these settings to go back to English?

I suggest you have to extract the original App_Resources Folder from the Install package and uploade it to the DesktopModules\Forum folder of your DNN root folder.  So you will get the original files back. 

It looks to me that your Language pcack was not well coded by the file names, can this be?   Other way is you install a languagepack ( must have the same language pack for DNN too!) and make your own language pack with the Lanuage Editor in Admin/Language of your portal.
