how does someone become a "trusted" uses?

I have an unmoderated user, and I have no clue why other than it showing her as "trusted' yet I can't uncheck the box.

Only administrators and Moderators can trust a user or change the trust setting. Have the user Moderation permission?

I"m sure I checked the box at some time wondering what it does :->
