I agree with you - it's a usability issue.

There should ALWAYS be a "New Thread" button and even a "Reply" button - even if a user is not authenticated. Those buttons should then launch the login/registration screen.

I had to add a reminder/explanation above my forum module just so that new visitors would figure out what to do!

This Forum uses the Page user management, and have no own user management table to register.  So all new users have to register one time on your DNN page, and you can set i.e with a auto added rolle "Forum User" or with the registered users role if a user have permission to each forum.  I am sure the user manaul which is complex have a session about it.
