Something about the way the forums module changes the page's URL doesn't appear to be consistent.  Here are my observations:

DMX Module and Forums Module are on the same page.

1 If I configure the Default Group of the Forums Module, BUT NO default forum, I can download files from DMX.
2 If I configure the Default Group of the Forums Module AND a default Forum, I can not download files from DMX.
3 If I configure the Default Group of the Forums Module, AND then I CLICK on a forum, so that the URL is THE SAME as step 2, I can download files from DMX.

So Case 3 seems to correctly update the databases such that DMX understands the base REFERENCE url.  Case 2 appears to be some sort of bug, although it could be by design, but I am not sure.
