I want my users  to be able to reply to topics in the forum. however, I dont want them to be able to create new threads. I tried unchecking the box for "New Thread" and checking the box for "Post Reply" and I they permissions dont seem to work.

Can you point me in the right direction. Am I going to be able to do this? or this the way dotneknuke forum module works by design.

I would try the restrict forum behaviors in the Foum settings ! ;)
