Hello JeffBr,

I have found the necessary settings and it took such a long time. You have to go to the "Forum Manager" in "Admin Settings" and then expand the group and edit each Forum. Having clicked edit on a Forum, click options and you will be presented with options to allow users to Add Attachements, Reply Posts and Moderate.
