I have localized this module and my dnn already.. now my dnn and forum module is shown in Chinese and after I enabled user time zone, the time user posted their posts is still not in their local format.

the tooltip says:'You must have the country resource pack installed for users to see in their local format. "

where can I download  the country resource pack?

Forgive my English!

 I am not sure a resource pack for that language exists, but if it does I am not sure where it is. Outside of that, a person's profile controls their timezone. This means that each user can update this on their own during registration and when editing their profile in DNN.

time zone is not connected to display format for date/time values, this is controlled by UI culture, i.e. UI language.

You need either provide an appropriate language pack to allow users to select the proper language or at least create the language and disable en-US language to force the local formats being used by all users of your site. for existing users, make sure to adjust the language specified in their user profile.
