I have added 3 more groups to the basic one group that is already there when you install it...
the groups do not show on the page ( I assumed it's because they have no forums in them ) 
tried to add a forum to a group and got an error Critical Error Input string was not in a correct format.

what could that be and how to get around of it

This is most likely a bug w/ date format (and comma vs. decimals). If you are just getting started, I recommend using the Active Forum community edition, since this module will be retired and replaced with it in the next several months.

Active Forums Lite you mean ??? if I have some threads will it overtake them or just delete ? and what to do with the core forum module? delete it as not necessary??? I used to use active forums ( paid) but I couldn't keep up paying for their upgrades so had to revert to the core... I am bit cautious to go back to that module...

This is a problem with dates. The best way to deal with it is to switch the language on the portal to English, add all relevant forums to the groups, and switch the language back.

So, this way is stop working when i enable content localozation. Now i have a english forum page (and it working), and Russian page with broken forum. And i can't reconfigure russian forum, but i very need it!
I am understand problem? this problem with date format, but i don't know how fix this problem.
I have installed:
IIS 7.5 on windows server 2008 R2
MSSQL 2008 R2 database engine
DNN core 5.6.0
Forum module 5.0.0
