I am running dnn 4.3.5 with the integrated Forum. I have set up a new group and new topics and left the settings on default. I have registered a new test user but no matter what I do I this user cannot post to any of the topics.

What am I doing wrong?

Also when I try to expand the community option in the General Setting Area nothing appears.

If nothing is showing in that area, it means you don't have Users Online installed. There will be more options here in the future, that is why it is not hidden completely when Users online is not installed.

For Registered Users to be able to post, the role must have Edit Permissions set on the module.
