How do I set the default currency format to be used when using the string format {0:c}? I know this can be done in the language pack somewhere. Based in Ireland we need english with € instead of $ or £. Appreciate the help.

go to host :: language and add an appropriate language ("en-IE" AFAIK). Disable en-US in Admin :: Languages

Super! That did the trick. Doesn't matter then that I don't have the full language pack?

no. If you are not using an English language, make sure you has assigned the correct fallback language (enter in /app_GlobalResource/Languages.xml directly)
