We have a portal where English and Norwegian are available languages. We have set the default language to Norwegian (nb-NO). When the users are logged in to the portal the language seems to be working fine (uses the preferred langauge on the user's profile then I guess). But we discovered that when on the login page, before the user have logged in, it seems to only show things in Norwegian if the user has nb-NO set as language in IE. If not, its shown in English.  I  thaught that it would be shown in Norwegian if the user had anything other than english language in his IE? Doesn't the default langauge setting work before the user is logged in? If so, how can I get the login-page to show in Norwegian if the user has anything other than english language in his IE?
