I am create a dnn website with locale fr-BE, but there is no language pack for this locale, so i change the fallback locale to fr-FR.

But for some modules there is no language pack available for fr-FR, the result is that no text was displayed for this modules.

The second fallback from fr-FR to en-US dont work. Some idea to make this second fallback working ?

 AFAIK, Fallbacks are not chained, although I agree, that default language should always be used as ultimate fallback

I think i transform the fr-Fr langage pack to a fr-BE langage pack.

I have made a little online tool (an dnn module of course) to transform an language pack to an other locale.

I want to share this tool with the DotNetNuke community. 
Everybody can use it for free at http://dotnetnuke.satrabel.be

Any feedback is welcome.
