How do I localize the skin text using the text skin object function?

I tried changing the app_resource file under skin folder:

From  index.ascx.resx
To: index.ja-JP.Portal-0.ascx.resx and index.ja-JP.ascx.resx

Both not reading it. Any idea? If it is not supporting multiple language, why do need such a text skinobject?

you should use the language editor in Host menu (DNN4) or Admin Menu (DNN 5.1) to localize the tokens.
