when using core content localization, each page has to be replicated into each language and the language editor tries switching between the language versions of the page. Each page has language specific modules on it, there is not specific requirement or support for multilingual modules,

Thank you for the further explanation. What if there are a lot of pages on a site with a lot of different languages? It looks like impossible to implement a multilingual solution in this case. :-( I would like to check out sites that are using the dnn CL approach... any online samples? Thanks!

Core content localization is not suitable for larger web sites with multiple languages enabled. I suggest checking out existing 3rd party solutions like DSLocalizator, EALO or Apollo TabLocalization, they may require modifications of the skin to implement a multilingual menu.

I never tested Apollo, since it is commercial software and I have no means to pay for it.
I did try out Ealo. It allows you to build a website per language. Changing language from anywhere in the navigation structure of your portal takes you to the home page of the newly selected language.
DSLocalizator implements the different locales on one page by hiding or displaying a module depending on the locale. It actually provides portal localization, tab localization and module localization, allowing you to redifine most portal, tab and module properties per locale. The "display module" property is just one of those redefined module properties. To localize the navigation object, you would manipulate the tab name property in the tab localization.
Magic Content is a replacement for the HTML module in a ML environment and works seamlessly together with DSLocalizator (except that both solutions overlap where they allow you to redefine the titel of a module).

As for the core ML solution, I would suggest you wait for a few more releases before implementing it in production environment. It still lacks a user-friendly tool set.

 Although DSLocalizator provides a versatile DSLocaleSelector skin object to replace the core LanguageSelector skin object, it does work just as well with the core object and thus would not require modification of any skin. However, modifications to the LanguageSelector object in 5.5 just might require adjustments to your skins.
