I might provide you with a workaround:
We just released Advanced Control Panel 1.2.1, which includes a fix for DNN 5.5.0 to sync static language with the language selector (except dropdown list mode, which seems to be broken). You may download it for free from www.oliverhine.com.
Please let me know, whether this fixes your issue.

Cheers from Germany,
Sebastian Leupold

Artyom,
please be aware, that we fixed issues of the language selector;
 you still need to configure an appropriate solution for the content of your site - suiting your needs!

 Yes Advanced Control Panel works great. Thx a lot.

Now the languages flags work.

PS:

Any software is only as good as the number of use cases tested and the quality of the testing and testers. Like with any other big software project, this is a challange for DotNetNuke. You are invited to participate in testing when the next major version will be upon us :)
