Hi,
I found that in Dnn 5.6 it is not possible to add a new module with neutral culture into a localized Tab.

May be a new option must be added to control panel, for example: Culture Code [ Same as page | Neutral Culture]

Again, the neutral culture modules should be showing when I select the "Add Existing Module" option.

What do you think about?

There is no support for different types of module definitions . Localized pages always require individual tab modules, in Localization section of page settings, however, you may define modules on translated pages, to reference the original module in default culture. I agree, that the localization UI still has room for improvement.

Is there a workaround to add a culture neutral module? Or set it to be culture neutral afterwards?

Basically, what I am trying to accomplish is to have a single Form and List module shared by a set of translated pages. I see in the sources that the TabController GetPortalTabs call includes culture neutral modules, so it should be possible.

Any ideas?

AFAIK you may modify page specification in database only, this is one of the known limitations of Content Localization.
