For some reason when I am NOT logged in - when I click the French flag it takes me to the login screen.
When I am logged in it changes over to French just fine.
Anyone have any ideas?

this is due to the poor implantation of localization in DNN6. You have to edit each page, and set the permissions for each. n times the number of languages you have.

Please tell us the release number of DotNetNuke. To check it please go to Host > Host Settings while logged as host user.

Also there could be a reason when Publish localized pages not clicked.

if you are using core "content localization" feature, at least you need to make sure, permissions are properly set for all pages.
