Did you install a language pack for FnL module?
Otherwise you will need to create translation your own, by using the language editor in Admin > Languages (select system mode for editing static resources). You may afterwards create a language pack out of it and upload to other sites and the language pack directory on dotnetnuke.com

No I did not install any language pack for FnL module.

Do you recommend this method? From where can I download and install this?

I access the page you mentioned (Admin/Languages) and clicked on the edit icon for the Russian Language System Mode, but I could not see there the text Submit/Cancel etc.

I assume that I would simply change the translation i.e. input the translation for Submit and update right?

I doubt, there is already a FnL language pack for russion in the language pack directory.
In this case you need to use the language editor, browse on the left to > local > Desktop Modules > Form and List > App_LocalResources directory and translate files in there.

You mean FTP to that location? There are a number of files there as follows:
configuration.ascx.resx
default.ascx.resx
ExportCSV.ascx.resx
form.ascx.resx
helppopup.ascx.resx
ImportCSV.ascx.resx
list.ascx.resx
Settings.ascx.resx
sharedresources.ascx.resx
template.ascx.resx
templatelist.ascx.resx
token2xls.ascx.resx

Do you know which one I need to update? And if I do the change in these files, how will it understand that the change should be applicable only for the Russian Version?

just use the language editor to provide your translation, I would consider the keys you need to be in Sharedresources, default or form resx.
