Is it possible to add languages after enabling localization?

Start with English and German.. and then add French for example.  Or is it a one time shot per portal to enable a langauge pack and generate all the pages?

Does this question make sense?

If you create a portal with 2 language packs available.. and Enable Localization Content, it does a process to generate the 2 pages.. otherwise it's just one set of content regardless of what flag you click on.. right?

And then so you Enable and it runs the process.. the question is, can I come back and add a third/fourth language down the road and have it create pages with the default content ready for translation?

Or, do I have to know all the languages I want to support per portal at the time I click "Enable Localized Content"?
