Is there a way to import a CHM file into the help module, either directly or by first decompiling the CHM file?

DNN help module doesnt support anything like that out of the box but on codeproject there is a chm viewer example (http://www.codeproject.com/KB/cs/htmlhelp.aspx) that I thought could be used to maybe import content - never got a chance to explore it - would be a interesting project though

If you could produce the correct XML to import from your chm file you could, but it doesnt do that OOTB.
