I just implemented the LiveID provider with a DNN v4.08.04 site.  I wanted to test what a new user would go through, so I:

1. I click on LiveID.
2. I click on the LiveID button and get taken to the Live site.
3. I either login or click on a previously authenticated Live account.
4. I am returned to the DNN site.  It asks me to either associate with an existing account, or create a new one.  
5. I choose to create a new account, and fill in all required fields.
6. I click the "Register" link.
7. The page reloads, and it appears as though nothing has happened.  I get no feedback, no errors, no registration e-mail, and the new user is not created.  This is a very vanilla installation of DNN.  No modifications have been made.

Has anyone else experienced this?  Is there a fix?
