I have a couple questions on how I might accomplish this.

When a new user signs up I create a page for them based on a template.  The page for each user allows them a couple HTML Modules and a blog module.  I lock down the settings so the new user can only edit the individual modules on his/her page.

What I want to be able to do now is to set the users blog up and set it as the default blog for the user's page, (via blog module options) all without having to change the users password and log in as them.

Is something like this possible?
