I want to have independent blog for each department for Intranet.

Please advise

As I understand it, you certainly can have multiple blogs on a site - with some limitiations:

They currently have one parent blog (i.e., search or calendar view of rntries will show entries for all blogs under the parent or possibly just that one author) per site - though the next major version may allow multiple parent blogs per portal - see the recent notes (http://www.dotnetnuke.com/Resources/Blogs/tabid/825/EntryId/2977/DotNetNuke-Blog-04-01-00-is-Released.aspx) on upcoming features for confirmation.

Also I believe each signed in user can be set up with their own blog, but that five users can not share one 'departmental' blog as you are describing.
