are you talking about tags being associated to the post or being available for tagging?

I mean the tag list that we can see in the 'Blog_Tags' module in the blog.

when we use certain tags for a blog A, they all appear in the tag list/tag cloud, when I login as other user and create a new blog B, can I set the tag list to be blank? I am seeing all the tags I used for the posts of blog A in the blog B page.

The 'tags' list is across all blogs and blog entries.

This was one of those reasons why we could not upgrade our blogs to this new version.

Tags seem to be shared even between blogs from different sites, not only blogs in same site. As on our environment there are blogs dealing with really different stuff, it is very odd to show tags from items that are not belonging to blog being viewed from current site.
