This is probably the same for any (well written) module, but:

How/where do I translate the modules static strings (texts like "View All Recent Entries") into different languages?

For each language you have a dedicated resource file for each control.

You find the files in the sub folder App_LocalResources of each module.

I the case of your question the entry is in the file ViewBlog.ascx.resx for English language and for example in the file ViewBlog.ascx.de-DE.resx for German language.

Search the key 

msgMostRecentEntries.Text

and in the corresponding value section you can edit the static text of this entry.

But isn't there any translation for the Forum module into German and French?

BTW: I don't know whether the resources in french or german already be available.
