I am a little confuse about this question? In spite of the 4 GB of the database limitation. What the real difference between SQL & SQL express. Even I am a host provider. Suppose each portal has 100MB database space. 4GB is enough for 40 portals(I thougth 1 PC server serves 40 portals is quite enough!!). In general case. Most small company only need less than 20MB database space for their website. Because most pictures and medias are store in the disk space rather than dataspace.

So, what's the benefit if I upgrade my SQL express to SQL if I only need to setup the website?  Does anybody give my some suggestion?
