I've allowed Registered Users Edit access to a Document Module, which then shows the Add Document option, however the Upload File link does not appear. When in Add Document mode, they are presented with the Edit mode option page without the Upload File link and a message indicating the following.

You don't have permission to see the files on the site

How do I configure the Document module to allow Registered Users the ability to upload files?

Me too I want to assign a permission to any role to gain access to the file to upload [none administrator or host role]

You may have to go into File Manager and give view/edit folder permissions to that account.
