Correct.  Images are exported as follows:
<ImageSource>FileID=324</ImageSource>
This can’t work on another machine (portal, db, …  etc.) The bad thing is that tag import such as this above causes crash of fine working announcements module.  I had to delete that module and create new instance of another one.
