Flipping the date format based on timezone seems to do nothing not only in this module, but even in the core skin object.  If anything switches this it would probably be the selected language, but I am unsure.  I would search for answers in the localization forums as this seems to be beyond this single module.

What changing the timezone does is offset the times so it is local to that of the logged in user, not actually formating of the date.

It is based on the Language. You need to add en-GB under Host/Languages, the set it as the Portal default in Admin/Site Settings. The all dates should flip to dd/mm/yyyy.
