When user tried to open URL that has no corresponding Portal Alias , DNN redirects to some known alias(which often quite confusing). When administrator adds a new "Portal Alias" ,the changes has no effect until the application  is restarted.
I've checked the code, and PortalAliasController.AddPortalAlias method calls DataCache.ClearHostCache , which, I beleive, was designed to apply changes immediately.
However it's not happened, and it's a known behavior (quote from DNN installation FAQ) : " just recycle the app pool, or reset IIS to clear the cache completely."

Is it just a bug, or some logic behind the behavior?

I don't think it is a bug. I think it is just settings that are only read when the application first starts up.

It has bitten me quite a few times when doing test upgrades.

I've submitted an enhancement request "Refresh "Portal Aliases" cache after adding a new Portal Alias" to DNN support.
