There are many SEO articles out there that basically say "dont ruin your SEO by using a CMS". If you read the start of the article, you will see that it states the purpose if the article is to show that DotNetNuke is actually capable of using the SEO factors that are used as arguments in the anti-CMS articles.
So the point of the article was that it is possible to use these SEO factors in DotNetNuke, including named anchors, not how effective they are.
Certainly with many SEO factors there is debate over how effective they are - especially since search engines will never reveal what factors they consider to be important.
If you had the #11 spot for a search term and wanted to get onto the first page with a #10 spot, but had already done the obvious techniques, such as title, H1 tags, then named anchors would definitely be worth including in your SEO efforts. Of course the most likely way to get to #10 from #11 is to get some more good links - but every little extra bit of ranking you can get counts, whether it comes from named anchors or whatever.
