No matter my settings files that require moderation are never available for download. All users, even administrators are returned with this message:

You are not authorized to download this file

On the repository settings page, what checkboxes do you have checked for 'Download' roles?

Are you running the blowery compression module on your site? I think that was the error I was getting last week after updating the sites on my server to 3.2.2. If you are let me know and I'll tell you what has to changed in your web.config (it's a blowery problem not DRM problem).

No compression and it doesnt matter what roles are checked. I can check everyone and the admin can't even download the file. This seems to be a problem on files that require approval.

The site is an upgrade from 3.1.1 currently running 4.0.2.

Was everything working okay under 3.1.1? I'll try to do some testing to see if I can recreate it..
