TAMARA....YOU ROCK!!!

Solution worked perfectly.  For anyone who may find themself in this vicious loop...I offer the below instructions.

1) Open IIS
2) Right mouse click and go to Properties on the website/virutal directory holding your DNN Instal
3) Ensure you're on the tab labeled "Home Directory" or "Directory".
4) Click the "Configuration" button located to the right and beneath the Application Name field
5) Highlight and click "Edit" on the .aspx extension from the Application Extensions window, located on the "Mappings" tab.
6) Ensure "Verify that file exists" is NOT selected.
7) Click through the series of Apply and Ok
8) Begin enjoying your DNN Install as it was intended!
