It turns out I wasn't completely right. But I wasn't completely wrong eigther, couse it still starts with "m".

Here is the resource file you need to modify:

Follow these steps to change the Heading/Title of the Signin/Login Control:

  1. Login to the system as admin.
  2. Select the Languages from the admin menu.
  3. Click on the Language Editor Action Button.
  4. Expand the Local Resources node.
  5. Expand the admin node under Local Resources node.
  6. Expand the Users node.
  7. Expand the App_LocalResources node.
  8. Choose the ManageUsers.ascx.resx file.
  9. Change the value of the Register.Text resource. (you can find this resource key using browser find option quickly)
  10. Finally press the Update button to save the changes.

This will change the module title and below text that is same on the page.

Changing ManageUsers.ascx.resx did the trick!  I was changing the value in the Register file (the key is still there from v3, but I guess no longer used?).

Anyway, I'm all set now.
