I need to skin the login page, change the location of the login,password,and submit button, also add an image to the page, etc.

How can I do this?

You can do this by changing the html of the signin.ascx control. this control can be found in the \admin\Security\ folder. please make sure that you only change the layout and do not delete the controls that reside on the signin control.

Also there are runat attributes on several table rows. Remember to mention the runat attribute for all the rows that already have that tag.

Create your own copy of /admin/security/SignIn.ascx like MySignIn.ascx and be sure to have the control directive to the original source like this.

 <%@ Control Language="vb" Inherits="DotNetNuke.Modules.Admin.Security.Signin" CodeFile="Signin.ascx.vb" AutoEventWireup="false" Explicit="True" %>

This way your customized signin is not overwritten on updates of the dnn software. I have used this method to create a signin control with Ajax WatermarkExtenders and  it also fits in my page banner.

Be sure to not take out any element but if you do not want them to be displayed, set the Visibility property to false like this for the Username label. (For me this is diplayed in the Watermark

 <dnn:Label ID="plUsername" ControlName="txtUsername" runat="server" Text="UserName:" Visible="false">
