If is is a minor release and no web.config sections have been changed or new ones added you should be able to keep you orginal web.config.  When upgrading from a major release it is better to do a compare of the move all the necessary data from the orginal web.config to the release.config and then use the updated config file as your web.config.   Since you were only upgrading from 4.5.0 to 4.5.1 the extra step should not be necessary.

I would have to diagree with this as the paths for providers and other items might change, I always recommend using release.config to create a new configuration file.  The extra few minutes can save you hours of trouble.
