Is there a way to prevent users from logging into a portal during certain hours of the day while still allowing admin and host the ability to login?

Interesting concept.  As far as I know there isn't such module that has this particular functionality available.  You may want to talk to one of the developers of custom registration modules to see if they can implement something for you.  I don't envisage this to be difficult to imeplement.

As mentioend above I also agree that I do not know of anything that is available right now.  However, I also think it would be a fairly simple item to implement as a custom login control.
