I hvae am having a similar issue.  I posted the fix and I still get "error creating portal"  I posted the fix restarted IIS and even rebotted the server, still getting the error.  using 4.5.1 which was an update from 4.4.1.  Any Help?

bump

I now have upgraded to 4.5.3 and still no ability to create additional portals, using default or my own templates.  I just rebuilt this site and cannot do it again, someone please help.  I have posted hte known fixes yet this "error creating portal" error still exists and there really is nothing in the event log to help me figure this out.
