I am pretty new to module developement and have been trying to create a module with multiple controls. I have some text modules on the page as well, but when I call response.redirect(NavigateUrl(portalsettings.activetab.tabid, "Results", params...)), it only shows the user control I sent it to, and not the other controls. Is there another method (other than dynamic control loading in code behind) to redirect the current module to itself and call another control from it without removing the other modules on the page?

The short answer is "no," using NavigateUrl will always make all other modules disappear.  To see your options, check out Michael Washington's article on navigation options: http://www.adefwebserver.com/DotNetNukeHELP/Misc/ModuleNavigationOptions.htm
