no need to reboot, just alter web.config (blank return) forces reboot of application.

Worked for me

There is apparently a problem with the caching of the tabs. 

If you get this problem and then just do a "touch" on the web.config by either re-uploading it, or making a small change to it so that your application restarts the menu should come back.

I just performed the upgrade and lost the host menu as well. So, did the traditional search, came across this topic. I gave the box a bump and the menu returned from the doomed. I'm sure restarting the application would take care of it as well.
