I don't know who you are, but you are the MAN!!!  I pretty much followed Michael's instructions, had problems, and then followed the directions in you posted and it came up like a champ. 

Some notes on how I did it (timing):

1.  Editted the install.aspx.vb with your suggestions.  Then I got the same error as before.

2.  So I looked in the \Config\BackupNNNNNN, and saw the web_.config file.  So I saved my old web.config file (in the root), and moved this file to the root, renamed as web.config.

3.  Invoked the site URL again, and - presto! - DNN started installing.  At the end, I clicked on the link to Access the portal and got one other error.  Couldn't find my SiteURLS.config file - it was looking for it in the root.  So I moved that from the \Cpnfig file to see if that would fix the problem, and it did!

Let me begin this by saying I am a newbie to DNN (but not programming), so take anything I might say with a grain of salt.

Were there any other sort of error messages, like the stack trace?  Also, what version of DNN are you installing (Source, Install)?  And is this 4.0.2?

This is what I did, not that it will make any difference, but there may be differences.

1.  I used the Source zip file from the DNN site.  (My reasoning is that this is a development site that I plan to move to a production site at a later time.  ANd I am a curious girl who may want to actually delve into the code.  I Don't it was a good decision, but it was a starting point for me.)

2.  I unzipped the file into a directory called Source.  When I did the FTP, I took EVERYTHING under Source and FTP'ed it to my GoDaddy root (which is, or course, \<MyUserName>) 

3.  I configured the directories with the security Michael had suggested.

4.  Then I did everything I stated in my post prior.

Do you see any error message besides the errant code?
