I just tried this when i got back from lunch. I'm using identical code, but with minor changes to make it work with my pages. It works fine if i'm not logged in and i can view any dynamic skin, but if i log in to edit the page, i get an exception:

 

"An error has occurred.

I think you probably just need to add a ControlPanel pane to your skin.
