If I login as admin all containers are empty. The container title, settings icons, etc. are there, but all module content is missing. If I login as Host or as another user in the "Administrators" group everything is fine.

The problem occurs in both Firefox and IE.

Cycling the Web service, deleting cookies and tinkering with the admin account did not work.

Any ideas?

Found the problem. I didn't realize that the "Design" toggle in the control panel persisted independent of the client machine.

Once I expanded the control panel I saw that "Design" was off. Duh.
