After 2 years, the file you need is still at that location, and it still fixes a problem with an DNN upgrade done today 

I just did not want someone to ignore this solution assuming it was outdated.

Actually, all you need to do (at least it worked for me) is to remove the DotNetNuke.HttpModules.UrlRewrite.dll file fron /bin. I would guess that the problem is that some other newer DLL contains the same code/namespace as this file, which is what the error message tell you really.
