DNN 4.0.2 from Starter Kit, Visual Studio 2005 using IIS directory, SQL Server 2005, on localhost, Windows XP-SP2.

I created a fresh install and with a few tweaks everything seems to go fine for the host and admin users in the Parent portal. However, when I create a Child portal, the administrator account (specified when the portal is created) is unable to create or modify pages. (I can add pages to the Child portal using the host account.) With the child portal administrator account I can log in and see pages in design view; however when modifying or adding pages, upon clicking "update" nothing happens.  No apparent postback and no error message.  I have tried this with 2 fresh installations and several portals. Stry enough, when I run the site wizzard using a template, logged in as the administrator, the pages are created as expected. But I can't add pages individually, or modify them as administrator.
