We've upgraded from 4.4 to 4.7, and after sovling a number of issues, we have one final issue on the skins page.   This also prevents us from creating new portals.   Can anyone provide any insight?

there might be a problem that dotnetnuke.config has not been updated properly.

I am having this issue as well, what would be the error with the config? I took the release.config and added in my machine key and provider.

If possible look in rrot folder there should be a file called DotNetNuke.config   in that file the defaule and fallback skin is defined.

Its the DNN-Blue as standard, that skin have to bee installed too.

Maybee your skin origional skin didnt load correct and the DNN-blue was deleted. That could bee the reason for the error.

Ok it could be that the DNN-Blue isn't loading correctly, but it wasn't deleted, it's still here C:\webs\DotNetNuke\Portals\_default\Skins I have DNN-Blue and DNN-Gray. I do have the DotNetNuke.config as well, it looks to be the same as it was in the version that I upgraded from.
